Try this:
Go to cPanel and click on Remote MySQL
Add 'int.fris.x10hosting.com' to the allowed list (without quotes)
Then try loading your database pages again.

This problem should have been fixed. Since it hasn't been, I'm escalating this to a support ticket where a staff member can assist you.

Please update the name servers to
Nameserver 1: ns1.x10hosting.com
Nameserver 2: ns2.x10hosting.com
Once the nameservers are updated, try adding the domain in cPanel again.
Hopefully it will be.

The server you are on is very new and the admins are doing some configuration work on it so some services may go down temporarily as they work. Once they are done, the downtime should decrease. :)
