Please update the name servers to Nameserver 1: ns1.x10hosting.com Nameserver 2: ns2.x10hosting.com Once the nameservers are updated, try adding the domain in cPanel again.

Normally, I'd say 95-99% Again, there are a few issues being fixed on the server but once they are fixed, the uptime will be in the upper 90s

The server you are on is very new and the admins are doing some configuration work on it so some services may go down temporarily as they work. Once they are done, the downtime should decrease. :)
