You can use Addon Domains to have two different websites. Each domain will need a different Document Root to display different content.

You can change the directory where your domain points to by editing the Document Root in Addon Domains. You can move files using a FTP client or the FileManager.

I don't think this is something you can fix. I think the admins need to work some WHM/Apache/httpd.conf magic.

Look at your files for a .htaccess file. Rename it htaccess.txt and see if that makes a difference. Make sure the permissions on your folders are 755 and the permissions on your files are 644.

What is the URL of the webpage this is happening on?

What are the domain names you are trying email to send to? @yahoo.com, @gmail.com, @hotmail.com, @aol.com, etc.?

If most of your space is images, I would recommend using a program such as FileOptimizer. Download all your images, process them with FileOptimizer and then re-upload them. This should free up some space.
