During the migration there will be two copies of accounts one at old DC and another at new DC, When you login to cpanel you might be looking at old one and when you access you might be seeing the other one.
So have patience.
The whois record is showing the A record pointing to the new ip only.

They are ok, To access cpanel you need browser and the 2082,2083 ports should not be blocked.
What are the errors you are getting?
