Bux.to is sort of like a scam because their payments take ages to go through. NeoBux is perfectly legitimate - I've used them before and got my money in less than a minute. :)

You will need to use something like PayPal's IPN system which will let your site know when the payment is processed instantly giving the user to access the page(s) - unless you want to do it all manually. ;) I'm currently working on a PayPal script for someone else, if this offer is still open...

If you mean can you run PHP scripts when Apache is offline, no. PHP is tied to and depends on Apache.
