.htaccess can usally be found in /public_html , but it may be in / (the first directory that you will see when you log in using your FTP client). There is also a chance that it is in another sub-directory, but that is very unlikely.

I'm trying to access a friend's site who uses absolut, and it is down. I also tried pinging the website and pinging absolut, to no avail.

What server are you on? Have you tried pinging your site? Just an idea.
