OK, the banner looks cool now. :)

The "home" and "contact/affiliates" buttons could be improved, I think it looks better if the actual text does not change size, only the button. I really like the silver buttons at the top though, the red mouseover looks cool, except on the "horror/drama" button where the "drama" moves.

Yes it can have PHP, my hosting account has intermediate PHP upgrade already so it should work. I can't read PHP though so you will have to add notes.
