I'll try to do one, I think I've got an idea for a theme. I'll probably do just a couple of pages and the rest if you choose my design.

I'll second that. MS Word adds in tons of tags that basically do nothing to the page. I personally use MS visual web developer (it's free). But if you still want to use MS Word, you can use the HTML editor that's built into cPanel to add the tags.

Are you sure that some kind of firewall/Internet security app isn't blocking the ads from loading? Because, when I go on my site from some computers, the ads show and on others, they don't.
Perl is a scripting language for designing web applications. I would recommend installing it: you might be able to use it later even if you aren't able to now.
Favicons are generally good as long as they're related to what the site is about and are not too pixellated. They're great when I have tons of tabs open.
Portable Apps is great...just drop anything into the apps folder, and it adds them to the menu. Waaaaaaay better than U3 Launchpad that came pre-installed.

I use Paint.NET. It's free, open source, and, by the looks of what's expected in v4.0, may become almost as good as Photoshop.
