If I recall correctly, when you install PHPbb it gives you the choice between using mySQL or SQlite. Perhaps you choose SQlite instead of mySQL?

Backups are responsibility of the webmaster, not the hosting company. End of story. If you run a popular forum you should be running weekly mysql dumps anyway.
