I just did that upgrade yesterday and I didn't have any problems, so it shouldn't be phpBB alone causing the problems. Do you have any other scripts on your site that may also be running at the same time? The combination of the two (or more) scripts might be causing the problem.

you can also set up a Google Apps account that comes with a small handful of free email addresses, but then you have to mess with your domain settings to get them to work, which can be a pain. I'd only suggest it if you need more than the 5 that x10 gives you.

it mostly depends on what front-end you're using to manage your database. If you're using phpMyAdmin to manage it, one of the tabs up top says 'export' and another says 'import'. You can use those tabs to export the database from your local web-server and import it to your online counter part.
