1244df, Have you tried to reset your cPanel password in http://www.x10hosting.com/account ? If not, I suggest you try.

If your account is suspended for TOS violation, its up to the senior admins what to do with you. If your account was just randomly suspended for no reason, it probably means your website is getting moved to the better server.

If you could provide the server your on and which files/directories/databases you need restored, hopefully someone will be nice enough to try.
