0755 is considered "secure" permission for folders used for serving website content. If you want to change them(to 0777), use cPanel >> File Manger > Change Permissions.

Check your cPanel page's left column under "Stats", it should be Disk Space Usage: Spaced Used / ∞ MB

Personally, I think you are better off by NOT using WordPress for the time being now. Many users like you are facing suspension due this "wordpress" issue(High CPU usage). Try Joomla/Drupal, see if it suits you!
