    You can't connect to the MySQL databases externally if you are on free hosting. (It's an anti-abuse and security measure.) I.e. only software running on the server can connect to MySQL if you are on free hosting.

    Are you talking about MySQL my.cnf? It should be possible to set one up in your home directory (the directory which you see by default on ftp) if you wish. (You can't however access the server-wide one.) There's more info on my.cnf here.

    Are you talking about the BOM? If so, in most editors you can change whether or not it includes the BOM, so the problem probably was that UltraEdit inserted a BOM by default, Notepad++ didn't.
