Te recomiendo que crees un .htaccess bloqueando dicha IP. Igualmente si es un hacker, seguramente tiene metodos para cambiar su IP o esconderla.

Revisa si ya podes acceder al Account Management Panel. Respecto a cPanel, ¿te da algún error o algo ? ¿O directamente no carga?
