No, lamentablemente eso no es posible. Solamente quien tenga acceso a cPanel puede acceder a PhpMyAdmin, ya que es mediante cPanel que se puede acceder a este.

Los servidores gratuitos tienen restricciones de algunas funciones PHP, mientras que el pago no tiene estas restricciones. No tendrás problemas para correr vB 3.7.X en el servidor pago. El plan "Corporate" pago viene con todos los servicios ilimitados. Osea que tenes ilimitados subdominios...

Can you give us a link to the page that is bringing you problems? I noticed that in the HTML code you pasted, you use for example the file: scott_masthead.htm, while the one that you've uploaded in your public_html is: SCOTT_MASTHEAD.HTM Files are case-sensitive, so they need to be the same.
