You can have your own forum, and you can have members signup to it to post. You can also have moderators and administrators for YOUR forum.

After buying the domain, point it to x10hosting nameservers: ns1.x10hosting.com & ns2.x10hosting.com
After this, when the DNS for the domain has updated, you'll be able to set it as your primary domain or add it as Parked/Addon domain on cPanel.
