You can have your own forum, and you can have members signup to it to post. You can also have moderators and administrators for YOUR forum. What you can't do is make a website that offers services for people to signup for their OWN forum, blog, etc.

When an account is terminated, all files are deleted form the server. Backups are responsible of the account owner. You agree to make your own backups and login to the forums once every two weeks to your forum account when you sign-up for an account.

Have you recently added a subdomain or Addon domain? If so, you need to wait the 6-12hs for that subdomain/addon domain.

Yes you can. After buying the domain, point it to x10hosting nameservers: ns1.x10hosting.com & ns2.x10hosting.com After this, when the DNS for the domain has updated, you'll be able to set it as your primary domain or add it as Parked/Addon domain on cPanel.
