Where are you connecting from? It seems that port 2082 (the one cPanel uses) is being blocked. If you've access to the firewall settings, make sure this port is enabled and not blocked.

Check your configuration settings. The database host should be: localhost, then you've to check if your database, db user and password are set correctly on both cPanel and your configuration file.
