No, that's likely just server load. Free hosting speeds are very dynamic.

Do you have a reseller hosting account? If so, I believe it would act the same as a VPS, where you essentially have control over everything. No need to contact our tech support to get blocks applied.

What I'm saying is that particular IPs may be blocked from accessing the servers due to past attacks. There is no large scale IP ban in place. You can however block individual IPs from accessing your account.
