That is irrelevant to the fact that you are performing "illegal" operations on your hosting account. x10 is great, it's the people who abuse it who make it bad and slow occasionally.

If your site drains a lot of resources, and a lot of people need them at once, the system may suspend you for high resource usage....but other than that-as long as you comply with the ToS, you will not be banned.

As long as files are directly related to your site, you can host them....for example you may have a very large site with lots of users who all upload avatars, or a photo gallery.

It seems there might well be. Several users are reporting issues with stoli, but due to the free nature of the hosting....this is to be expected really. You'll just have to wait for it to be fixed, as I'm sure admin are aware of it already. Give it an hour or three, and it should be fine :).
