I don't know of any program that will do this, as drives can really only spin at certain speeds based on what it has to read/write. For example, in some parts of a CD/DVD, the drive has to spin slower in order to get the data, like if there is dirt on the disk or something. If you are burning...

If you have compression enabled on your dial-up modem, you should at least hit 80kbps on the upload, maybe even 128kbps if you're lucky. That's more than the download, so really, if you send a ZIP it should work within a few minutes if it's small. Otherwise, I have DSL with a lot of upload...

Here's how quick the entire site is transitioning from when I recorded it. I am using CamStudio to record this, so it's not the best of software, but it's good. I had loaded this up after a cache clear on Firefox, hence why Google was open to make sure that the cache was as good as gone.

Nice site. The theme is really nice, and I even noticed some JavaScript on the page as well that when you roll over certain things, it comes up with a side note or description. The opening page I thought was a little quick, instant load then 2 seconds later the site loaded up instantly as well...
