"Basic Authentication", the method by which you password protect a directory using .htaccess does not have a "logout" capability. You stay logged in as long as your browser is open.
You need some other of "login" system to do what you want. Maybe using PHP and sessions/cookies.
If, by "non-illegal" you mean "not against x10hosting's TOS", yes. Proxies, chat scripts, and mass mailers can be "legal" in the sense that they are free or you have paid to purchase them, but they are "illegal" under the TOS.
Go to cPanel->File Manager and open /includes/inc.db.php to edit. (or however you edit files)
See if you can find a string that says 'your database server hostname'
Replace that with 'localhost'.
Save file.
See if your site works.
You might have to edit the import file, if it includes a "CREATE DATABASE" instruction, which would be at the top of the file.
Make a copy of the file and then edit out any "CREATE DATABASE" instructions and try importing that into the database you have created.

The :2082 is the port number. To access a web page, the normal/default port is 80. Some networks (school, library) block ports other than 80 (and a few other).

It could be that your browser or IP has cached the old page and is just serving it up. Try clearing your browser cache, or try www.yourdomain.com/index.html?x (with a ?x added to the url to force the browser to grab a new version of the page).
And, just in case...
Looks like he installed it in public_html and then deleted the index.php that comes with it.
Should uninstall and then re-install OR put in a index.php from a joomla install into public_html.

Do you want to present the user with a comment form, have the user submit that form, and if
1) he does not fill it out properly, send the form again with an error message
2) he does fill it out properly, you save the info and redirect him to a thank you page...

The wrong cornjob setting can cause problems with the kernel (sorry, couldn't resist).
