There have been a few accounts with this problem. You will be able to get your full number of databases. I will request a staff member help you fix this issue.
The server status page is a good tool, but it isn't terribly reliable. The one on CPanel is better. It's at the lower left of the page, underneath your server information.
In the future, if you have any questions please create a separate thread so the staff aren't trying to help more than one person in the same thread. It just becomes confusing to everyone :)

This typically happens when using a CMS software like Joomla!, Wordpress, or Drupal with many add ons.
There may be a problem with sending mail for some accounts right now. I am waiting for a staff reply on this issue. I will try to update you on the situation if no public announcement is made.
I will ask a staff member to assist you with this. Multiple accounts are against the X10 TOS and you will need to close them all except one. There is a password reset feature, there is no need to create a new account for a lost password.

You don't need to create a new forum account. That is all good and working. You do need to create a new hosting account, use your existing forum account in step 5.
