Also, try http://ftp.thecoldone.net port 21. The http:// is very important on some FTP clients because they append urls with ftp:// instead. If you type ftp://thecoldone.net:21 you get a blank page. If you type http://ftp.thecoldone.net:21 you get an error message (in Mozilla Firefox at least)...

try using http://ftp.thecoldone.net port 21with your cpanel info for the login info.

Some of the .htaccess may have been important. Perhaps you could post it's contents here so we can find the problem. Or you could re-enable one line at a time until you find the problem line and post it here. It's probably a php_value line that's the problem

I would say that it is allowed, but FTP seems a bit extreme. Maybe a PHP script that allows users upload and download privileges. Just for you own sake, I would make it password protected, to avoid abuse. Because the files are legally allowed to be used by you and because they are directly...
