it's doing it again

Why do every hour (started at 12:56 pm) I get the "Resource Limit Hit" message? I mean, I understand why I'm getting the message, but it's happening EVERY hour. It came up at 1:58, then 2:58, and just now, at 3:58. after a few minutes it goes away. just started today. never happened yesterday...
