Imunify360 has been on the server for years. It got blocked from the requests seeming bot like. You won’t be able to directly block countries as you would have to rely on an IP list. I’m not sure if imunify360 reacts first even with htaccess (I believe it does, so that steps in before anything)

The rate limit can not be bypassed by anyone. All that can be done is to try changing the ACME Provider to ZeroSSL. Beyond that, nothing can be done. Some have had luck using something like win-acme to achieve what is wanted.
