What error, if any, do you get when going to phpMyAdmin? If you use the server address as hostname in ftp you should be able to use TLS at least as there is a certificate for that address on the server.

I know that currently 4 of our servers are accepting transferred accounts, while I can't give you a page to see what may cause the slowness I'd guess that it has something to do with that fact.

The propblem appears to be it keeps redirecting between https and http eventually failing. Also the source appears to come from cloudflares cache service, so if possible try clearing the cache there (I am not a user of cloudflare so I have no idea if that is even possible)
