Your SSL expired a week ago. Get a new one issued in Account Manager > SSL Certificate > Get Automatic Certificate from ACME Provider
try deleting it from gmail and adding it back.
This limit is imposed by the ACME Provider. Only options are trying again later may have to wait a bit for the rate limit to reset. Or change ACME Provider to ZeroSSL or third party sites like sslforfree.com to get one issued.
I see a few issues which is possibly leading to other mail server rejecting messages.
1. SPF record missing one piece. Please add either ip4:198.91.80.251 or a:edge.x10hosting.com in the SPF TXT record in DNS Management
2. DKIM not enabled. Please enable it in Email Manager > Email Accounts
