the file permissions are now 0644 in 0755 directories, same error.

Hi i just become a member the other day and transferred from a different server to yours and when i access a file on the website I keep getting a 403 on a file that is set to 777 and in a 755 directory. Is there a reason for this and is there a way to gain the permission to that file? Lucas
