do we have to set up a new DB or will it return?

my sql database for my web is not there ,it has not been deleted by myself-i cannot make a new data base with the same DB name,i cannot make any data bases in my sql data bases under stats in cpanel it shows 0/3 databases what has happend?

i have got into it with my laptop that is using wireless from my router i dont understand web based proxy can u explain can i change the firewall settings or is that controled your end?

would it be possible that i have been banned as i have been using it alot to set it up but why is my ftp not working is what i cant understand i think ive added a screen shot

have down that both but still no luck :( even filezilla will not connect and that has nothing to do with cache or cookies tried 4 browsers IE8,google chrome,firefox and safari :(
