0 MySQL databases

I currently have 0 mySQL databases. I was just wondering how should I go about getting one?

You would need to add them from inside cPanel.

Sorry, what I meant was that I had "0/0" My SQL databases. When I try to add one, the messages says
There was a problem creating the database.. Show Details
"Sorry, you have exceeded the maximum allowed databases."

The ad-enhanced static plan does not come with MySQL databases.
