I just want someone to start with the basics,
It should be 3 columns, fixed width
Movable docks
It should save the positions in a cookie, and if the user is logged in, it should save it in the database for that user. This would require a registration form too, but that's pretty simple, you could use any free script to do that, as long as no link to their site etc (http://www.php-login-script.com/ is a good free one).
Ability to add/remove docks. If the user is logged in the info should be saved in the db, if it is a guest, it should be in a cookie.
I will give 3000 credits (maybe more) for the one who does this.
