403 Forbidden error

I got a 403 forbidden error whenever i tried to access my site. So I deleted and rewrote the .htaccess file and it worked fine. Now the subdirectories wont load and give me 500 Internal Server Errors.

I'm sure I touched something I wasn't supposed to and caused this. Now I'm in need of some help to figure this out. Any ideas?

Sequence of events:
1. Added godaddy domain to parked domains list in cpanel (didnt work, recieved 403 errors).
2. Deleted .htaccess file in public_html folder and made it say "Options All -Indexes DirectoryIndex index.html"
3. This fixed root directory but subdirectory files are now unaccessible.
4. added same .htaccess file in subdirectories.

Hello,

It appears your account has been permanently suspended for a publicly abusable mail script, which is in violation of the Acceptable Use Policy. You can have no further access to your account.
