403 forbidden - i cant access to mi website

this is the error that i see:

403 Forbidden

Access is forbidden to the requested page:

tibiavideo.x10.mx/home/ (port 80)

Please forward this error screen to tibiavideo.x10.mx's WebMaster.

Since a few days, this error appears when i try to access into my site, i have searched in the forums and some of solutions that i have found dont fix the error that i see
i have installed joomla through fantastico, in this direction: http://tibiavideo.x10.mx/home/
there appears the 403 forbidden error page...
but when i go to http://tibiavideo.x10.mx, it redirects me to http://tibiavideo.x10.mx/cgi-sys/defaultwebpage.cgi, i have even uploaded a index.php file and changed the permissions of the folders and files to 755, but it still redirects me to that page...
please help me, i have no idea how to fix this, thanks.

Try setting your public_html folder to 644 (and any other folders you may have)

it didnt worked :frown:, and now i cant access to the cPanel, this error appears when i try to login into the cPanel:

[a fatal error or timeout occurred while processing this directive]
