Step one is making sure your permissions are correct; they were all 777 which is a security risk, so the server blocked the access attempt outright (hence the 403 Forbidden).
While investigating this further however, it was discovered that your IPB install is a warez/nulled release; as such the account in question has been suspended. If you feel this was in error, you may file a dispute via the account panel.
