403 Forbidden with 404 error?

when I uploaded my files Everything iwas fine within a day but after a day, i am having this error now? I also linked this to appsgeyser so I can make apk login for users updates on phone, how can i fix this? i checked the permissions and all is ok. my site is, http://casasjamis.x10host.com/ , I can view it on phone google chrome browser but in pc, I cannot?

[ may21ann ] is the user that did something that put your IP address on that black-list

I 'see' your IP address is on a mobile provider's network

With mobile providers - it is easy to wind up on a black-list list because of what other users did when they had your current IP address - the IP addresses that mobile providers hand out get shuffled around a lot - from user to user

Can't there be an opt-in system for this? It seems ludicrous that I need to switch off my VPN to view my website, yet I can log in to my account and visit the x10 homepage with it. Will this restriction be lifted if I upgrade? I have no posting options on my site, and could implement the blacklist myself if I wanted to stop these spam events from happening.
