403 Forbidden

I'm having trouble executing a PHP script which inserts data into my database from an external source; I'm getting:

403 Forbidden
You don't have permission to access /php/track.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Any ideas?

Aah, it would seem a GET or POST request with a large character count is rejected (not exceeding size limit)? Is there anyway to increase this or I guess not?

Ok, I'm really confused; I've determined that the following URL causes the original error:
/php/track.php?=X_a_n_a_x

'=' followed by the world 'X_a_n_a_x' or 'x_a_n_a_x' causes the original message; bug?

EDIT: I couldn't even post the word above ^ without the underscores... what's the big deal with the word?

EDIT: I've just tested with other drugs and nothing else is blocked as far as I can tell.
