403 page load error

I have placed a simple HTML page on my site for time being...however I can not get it to display. I think my file maneger got screwed up some how. Here are the files in the html directory in cpanel...

Home.Html (this is the simple Html I created for the time being)

My ftp Directory

_vti_pvt
_vti_log
_vti_cnf
_vti_bin

.smileys

there are also 4 .php files in this directory...The error I get reads....

I don't see a cPanel account linked to this forum account.

Also you need an index.html, otherwise your hosting account will get suspended for not having a default page.
