404 error. Files still exist.

I, like many others, am experiencing 404 errors. I've cleared my DNS cache and even my browser cache on GNU/Linux. It has done nothing. All my files still exist on your servers as well as my databases. I just get a 404 error with any page. I've made backups and saved them all to my hard-disk as a precaution

403 Forbidden

Access to this resource on the server is denied!

I know I have not logged into the forums in over 30 days and was wondering if this is a temporary server issue or if I need to do something to reactivate my site?
