503 Backend Fetch Fail

I am constantly getting this error when trying to run imports on my database

Error 503 Backend fetch failed
Backend fetch failed

How do I fix this?
I have also had recent issues where I cannot upload files to as it says the temp folder is full.

Hi,

A 503 error message normally means that the script you are executing failed to finish within the maximum execution time, which is thirty seconds. Where are you importing your database?
