A question about CHMOD

I used to have a webspace on your server.And I couldn't CHMOD files using CuteFTP.Why is it?Admin, Why do you install another filemanager on cpanel?The filemanager in cpanel now doesnot work usefully.It can't CHMOD files and folders inside the html_public folder.
