A Question About Foreign Language

Hi,

I know there's the rule to host your free site in one of three languages, and I have, though I have some german friends that don't speak english well or speak english at all. I have a forum on my site and I was wondering if they are allowed to post on them without getting me in trouble?

I was also wondering if I am allowed to create a german translation of my website?
