"Access Denied" error when importing MySQL databases

Hi. I'm planning to transfer a site from one server to my free hosting account. I downloaded the entire site and the databases, but when I try to import a database in PhpMyAdmin, I get an "access denied" error. What's more, I can't create new databases via PhpMyAdmin either. Does this mean that database imports aren't allowed in free hosting accounts?

You need to create the database in cPanel before you import it.
