Access denied

When I am trying to login I get redirected to https://www.x10hosting.com/sso/signup/pending and it says "Access denied:" and the current timestamp.
Could you please help me?

Hi,
Several of my students have the following errors when trying to create a new account:
1. We have disallowed sing ups from your Internet provider due to abuse. (The students create the account from home - diferents Ip adress)
2. After performing register, upon receiving the confirmation email they can not access their account because access denied error
