Is it possible to access the MySQL database from another domain / IP address on the free hosting plan?

Unfortunately not; Remote MySQL is disabled on free hosting to prevent abuse, and can only be used from within the x10hosting network. If you have a domain added onto your free account (IE, that site is hosted here), that will work, but if it's hosted elsewhere it won't be able to access the database.
