Account Suspended - Request information about policy

Hello Support team

My account was suspended and i was allowed to un-suspend it (which i just did and waiting). I was trying to upgrade my wordpress as when i logged into the admin page it asked me to do so. When i checked my control panel reason for suspension was said to be excessive use of memory. Please let me know :

1. What is the policy of suspension? and where are they defined. Please if you can provide me the link to policy page, or what not to do instruction page, would be really great.

2. Please let me know, better way of upgrading some package such as Wordpress (which is probably not so heavy CMS) and what parameters do u consider if i install multiple packages??
