I'd like to know what constitutes as high usage, as well, please
It's an older post so I won't blame you for it not coming up in a search - it's so old you'dve had to wade through something like 20+ pages of people who got suspended for it before you'd actually find the info you needed

Resource monitoring is now back online. It is no longer including processes executing under users that we deem not applicable, such as cPanel.
Here are the guidelines which result in high system resource suspensions on our free hosting systems.
- 25% CPU
- 5% memory (eg 400 MB)
- 240 seconds of CPU time per hour
- 20 concurrent processes executing
If a user exceeds any of these limits for longer than 60 seconds, they will have a suspension applied to their account.
Most suspensions can be undone within the
account panel.
The key there is "longer than 60 seconds" - if it's a short burst of 100% cpu for a few moments, it won't trip it on the 25% cpu requirement. It -might- on the 240 seconds of cpu time per hour, but I'm not actually sure how that's calculated out anyways, so it shouldn't trip it there either unless it's taking up way too many resources.
More than likely you're gunna hit the first, second, or fourth instead, because those are all VERY easy to create with an infinite loop or a plugin laden CMS
EDIT: Forgot to add to the OP; you've done the required part, hang tight for a higher up to come by and get the details of what caused the suspension so you and x10 can work together to bring the resource usage down
