The proxy was for personal use. I wasn't distributing it to anyone. But I understand.

Can I have CPanel File Manager access to delete everything else I uploaded?

Proxies are explicitly disallowed in the TOS:

"* Proxies: We do not allow any kind of proxies to be used on our servers, for any reason."

For any reason. The account was permanently suspended and we cannot provide access to the account any more.
