Advanced PHP Status?

I applied for Advanced php 2 days ago and it still says Application is pending. Is there some problem? Or are you just not approving it?

Advance PHP is only approved on rare circumstances by an administrator... Please explain why you need the Advanced PHP?

Because they are elements of php that are being blocked in vBulletin.
