Advertising plan for forum

some people i know are creating a forum in phpBB (vBulletin was too expensive/ they had doubts on whether it was worth it) it may be hosted by x10. it is going to be a website with a forum. They are coding the site with HTML, javascript & CSS.
Now what advertising will mean a very good chance of new members? The problem is, we don't have a good advertising plan. And on this forum with invision, which we still run, we are not getting any new members.
What is a good advertising plan?
What would be your top reccomended domain?

Get a .com,

Advertise your site with local business owners/website owners here and also

try the Free link exchange programs.

You have various options for advertising your site with x10hosting forum members. just go to the forum index and at the end of the page there will the advertisement section. You can use link exchange programs, giving credits to the users etc for advertisements .

You can use mods to put advertisements on it can't you?
vBulletin maybe expensive but it is definitely worth it! You may have noticed that x10 uses it and it's amazing!! :O

what do you think?

I would still prefer PHPbb3 as it is free of charge...

this forum is obviously a good forum as it has over 70000 members.
vBulletin is definitely the best out there but the admins DONT think its worth it.
what actually makes it worth it?

Does the type of forum used really affect how many member you get???!!!!
Advertise in your signature on loads of forums - use link exchanges and go to the ads and offers section on this forum....

if vbulletin was free we would definitely go to vbulletin.
however phpBB is a good option
