Allowing external IP to connect to MySQL Database

I've added the IP to the list, however it fails to connect (Java Development Program),

I've done lots of this before and I don't understand what the issue is, also the internet and command prompt are giving me a ton of different IP's that my website is.

So what the query does is submit information into a mysql table to show scores, and its failing to connect from the Java Program.

Remote mySQL, both inbound and outbound, is actually blocked on firewall level, so despite it being available as an option in cPanel (due to it not being removable through settings), it is not going to work with free hosting.

Will it work if I upgrade my hosting to paid?

Yes, paid hosting should have that feature enabled and working.
