You know, you might want to look at an outboard processor like
MailChimp (it's not the only email marketing/newsletter service out there, but I've never heard any complaints from legit users). For relatively small subscriber lists (less than 2000 in MailChimp's case) and infrequent mailings (fewer than 12000 emails per month, again with MailChimp) it's free. And it completely gets around the sending restrictions here, so you don't need to worry about throttling or coding something that batches your mailing.
If you're "legit" it's a great way to go about things (particularly if you can stay under the free threshold).
